My question is of all the travel agents I have inquired for Singapore tourist visa said they need a CONFIRMED return flight ticket and they will only send the application for visa ONE month prior to the departure date. But if I wait for that long the flight prices already start soaring high. And if I book a flight early then I am in dilemma if my visa is rejected I will lose all my flight booking amount.

Therefore, HOW THE CHEAP AND BEST WAY I should show confirmed RETURN TICKET to each country without really booking a confirmed ticket? I read in one of your earlier responses to show travel itinerary just for only 1 country for the visa (using hotel bookings and flight reservation for 3-4 places in that country) instead of showing many countries. Is this a good option in my case i.e. to show only French hotel bookings and flight reservations. In that case, would there be incentive for requesting multiple entries.
The first step is to apply to a SEVP-approved school in the United States.  After the SEVP-approved school accepts your enrollment, you will be registered for the Student and Exchange Visitor Information System (SEVIS) and must pay the SEVIS I-901 fee.  The SEVP-approved school will issue you a Form I-20.  After you receive the Form I-20 and register in SEVIS, you may apply at a U.S. Embassy or Consulate for a student (F or M) visa.  You must present the Form I-20 to the consular officer when you attend your visa interview.
